I changed it as you suggested, the second attachement shows how OOo appears when confirming the document open password. To clear the password, you click the OK pushbutton on the password dialog, with the two password edit field empty. This clear the password and switch the pushbutton text to "Set....". This is the reason why I set the minimum password length to zero. When the password has a value (not empty) the pushbutton text is "Change..." The password dialog opens up with the two field empty, to maintain the current password value you hit Cancel. The encryption is forced to 128 bit.
