IMHO it is a bug that Writer opens the second view *not* read-only if the file
is writable. This can also confuse users as changes in one view will overwrite
changes made in the other view. 

So in case you don't want the warning message or keep everything as it is now I
think disabling the function would be the right thing.

In OOo2.3 Writer surely will not be able to handle more than one layout at a
time. I could imagine to have it in 2.4 and I'm confident for 3.0.
