@hdu : Yes, advanced features should be enabled by the user in an interface.
However you fail to understand one thing, or I just fail to understand what you
say. The OT features ccmp, clig, mark, mkmk are absolutely necessary for proper
language support, failing to enable by default is like choosing to let the user
choose whether they want to enable the character 'a' to be displayed or any
other thing they use to write normally. 

I agree that 'kern' and 'liga', kerning and standard ligatures, probably should
be enabled by the user since their effect can seriously change layout.

'rlig' and 'clig' are most probably required, rlig is "required ligature" and
'clig' is "contextual ligature". But one could argue against enabling them by
default.

If you manage to find a case where enabling the following by default is bad,
please let me know.
'ccmp' and 'calt' are required because they allow some character substitution in
some context. For example, i+combining_accent should be substituted with
dotlessi+combining_accent, just as i_ogonek+combining_accent should be
substituted with dotlessi+ogonek+combining_accent or
dotlessio_gonek+combining_accent. Not enabling it by default just makes no 
sense.
'mark' and 'mkmk' position diacritics on base characters or stack them. Why
would you want diacritics to be mispositioned by default? Not enabling them by
default just must no sense.
'locl' substitutes some characters by language specific variants. If a user sets
a document or some text in a language, they surely want it to follow the style
of that language. Not enabling it by default makes no sense.
