Sorry, 'V' and 'W' are secondary different, primary equivalent. 

For index entry, since they are primary equivalent, the words starting with 'v'
or 'W' will be all under delimiter 'V', you will not see anything under 'W'. You
can remove 'W' from list.

The system groups all tertiary and second equivalent letters under same
delimiter defined in locale data, like words starting with 'A', 'a' or 'ä' will
be all under 'A'. 'a' and 'ä' are also secondary different, primary equivalent.
