The answer was: sorting order for Estonian language is always alphabetical, ie: A, ...., R, S, Š, Z, Ž, T, U, V, W, Õ, Ä, Ö, Ü, X, Y. There is only one exclusion: when text handles historical Estonian family names (about 80...100 years ago), then V and W can be sorted together, because in this time Estonian names today written with V were often written with W. This is very rare case. This was decided in year 1999. Representive said that earlier collation order was more loose, so then it was not big sin, when W was sorted under V.
