However, since ICU per default uses the collation definitions of the CLDR database, to get this corrected once for all applications using ICU or the CLDR database I strongly suggest you push the change into CLDR using the survey tool, please see http://unicode.org/cldr/survey_tool.html By the time OOo3.0 will be released we expect ICU 4.0 to be released too and have upgraded to that, so if the change gets into CLDR early chances are that ICU 4.0 will have the change and we don't need to tailor collation.
