If the cell content is the number 0, isblank() returns false and countblank() returns 0, which is both correct. Whether an empty string is considered to be 'empty' is not determined in the OASIS spec, it is allowed to be handled as 'empty', but also allowed to be handled as 'not empty'. OOo decides to handle it as 'not empty' in both cases, isblank() and countblank(). Excel2007 handles it inconsistent: as 'not empty' in isblank() and as 'empty' in countblank().
