If not, RPM will proceed with a normal installation instead of an upgrade installation. To reproduce, you would need to install OOo 2.3.1 first. You should also only use one of the desktop menu packages (as far as I know) so either the suse-menus package or the freedesktop package but not both. Specifically, the freedesktop one should work across any freedesktop compliant system.
