This is definitely an issue. When I removed the preferences, the toolbar was
floating. So I would add a step to steps to recreate that you need to select
Dock Toolbar on the Bullets and Numbering floating toolbar. By default it will
dock on the top, thou you can drag it to the side as well. Then when going in or
out of a bulleted line the page position moves up/down or left/right (depending
on if using horizontal or vertical docking). This is disconcerting to the user.
This is an issue, thou not with an undocked toolbar.
