OK I found it, it is because I set tapebufs too high, so the system
would not allocate that much shared memory.

But I allocated only 8 MB on a machine with 128 MB, dedicated to
Amanda only. Any advice on a good value for tapebufs, how to make sure
it will not crash next time I try it?
