What do you mean by "file targets"?  Are you talking about the "file:"
tapeio output driver, i.e. the ability to write to a disk as though it
were a tape?  If so, you want the amanda-242-tapeio branch.  That's the
same as 2.4.2 with the addition of the tapeio stuff.
