That version of amanda, and that version of tar would appear to be oil & 
water, they don't mix.  I would back up the tar version to not newer than 
1.15-1, AND update the amanda to the current snapshot, which will require 
some changes in the security settings.

Tar-1.16-n seems to be a continuation of the tar-1.16-1 problems in 
particular.  Silly Q though, if you are running Sarge, how did tar get 
from Sarges 1.13-19 (which worked just fine) to 1.16-2?
