You found the current slot correctly, in the changer state.  However,
amtape taper does not return the next slot - it returns the next tape
the taper will write to, by applying the taperscan algorithm - see
amanda-taperscan(7).  So what you have is not a changer
misconfiguration, but your tapes are arranged such that the next tape
Amanda will use is in slot 4.

chg-multi is not fast-searchable, so stage 1 will be skipped, in this case.

The new implementation of this algorithm is a good bit more verbose,
so you can at least see what Amanda is "thinking"
