For debian et al. users: apt-file is your friend.

charles@hawk:~/projects/amanda$ apt-file search netstat | grep /netstat$
munin-plugins-core: /usr/share/munin/plugins/netstat
net-tools: /bin/netstat
charles@hawk:~/projects/amanda$ 

So I would install net-tools.
