Yes, it is adding all envelope recipients,
which becomes a sender's privacy problem for
multi-recipient mail messages.

I believe it inserts X-Original-To at LDA delivery time,
i.e. when there is only one envelope recipient left per message.

Not really, unless you split message into one-recipient-per-message,
either before they hit amavisd, or modify code in amavisd to do it.
