I rebuild the TenantService to separate concerns a little better, and updated
the unit- and integration tests to take advantage of this.
However, since it is still impossible to use Cassandra correctly on the first
run (that is, with an empty work directory), we cannot use the 'real' cassandra
storage in the test; put on hold until then.
