The main reason for dumping FileInstall altogether is that it will never
perfectly match the way we will provision our bundles and resources and that
having two completely different mechanisms will hurt us in the sense that we
will probably only discover certain issues when going into production. Using
the exact same mechanism for our development environment, tests and staging and
production will ensure that we catch issues early.
I do think we can start addressing this issue when we work on provisioning
though, so no need to do it right now as part of this issue.
