I've commented on both issues.

In the end, I don't see File Install as a robust way to deploy things, and the 
plugin, because it has to create these micro transactions, can be fooled to do 
things in the wrong order. Since we're about to implement provisioning anyway, 
I propose we deprecate the use of File Install and start using deployment 
packages.

For the 0.3.0 release that means we support two options:
1) use the tenantconf that we used until now, which works and supports 
multi-tenancy but will be deprecated in the future
2) use ACE or roll your own deployment packages and feed them to the ACE 
management agent (which, by the way, already has support for reading those from 
a local filesystem folder so you don't need a whole server to make that work)
