Some IRCd's allow non-opered chanops to change the topic even when locked or
set to channel mode +t.  Some IRCd's such as the Xnet one has mode override
for opers/admins like me to ignore absolutely any channel modes whatsoever
to force change something (god mode as it is sometimes called).

Even some nets have "half-op" modes too, not an chanop but could do some
stuff that a voiced user can't.
