I have been with the Droid and Droid X on Verizon and never seen this behavior. They send you a notification that an upgrade is ready or if you are anxious (like me), you can go check for upgrades. Looks very unusual - I have seen them sneakily update BlackBerry so I suddenly have newer icons like VCast XYZ and such. But that's not an OS upgrade...
