If you look at the FAQ of brightstar ( http://android.brightstarcorp.com/help.php) you will see the phone only gets shipped with a US cable... the easiest solution if you want to "wall charge" it is buy an adapter. You can buy them in any electronics store, it's just a little piece converting the US socket to a xxx socket.
