Most blackberries are tied into server running at the company the person works for or to a server run by the carrier and RIM act as a routing agent not a storage system.
As I said before, I don't have the inside track, but I can see plenty of possible explanations as to why Oranges Frances' release on the Dream doesn't include all of the apps you would expect.
