You forgot something important - those countries can still use the j2me gmail client (and istr there are some decent 3rd party contact/calendar sync apps for most phones as well..)
Tangentially, its interesting (in a sad kind of way) that my wife's blackberry (with no push account configured) has better access to google services than my "google phone" running master (or, evidently, anyone using the dream in France.) She gets automatic calendar sync, decent multi-account gmail access (not just the imap mess) and contact sync. I get .. um.. imap access. And thats it. :( (All the apps she uses to do that are free, fyi.)
