I'm not sure what you mean by "Git is basically useless on the most popular desktop OS", but the Windows cupcake SDKs I built involved a git/repo checkout and a compile on a Windows machine which worked.

But I don't know how sensible it is to switch to a more Windows- friendly VCS without providing proper build support for Windows, and I can believe the latter is impractical. If you're gonna have to install Linux to build Android anyway, the case for moving to SVN gets weaker, because Git doesn't have the same problems on Linux.
