This is reproducible because I can cancel the download and restart it and the same thing happens.
I've had this happen rather frequently in the past, though I think it got better in recent times. Sometimes it takes a couple of hours, sometimes a reboot helps, sometimes a I think it is related to a lack of free space on the device, and other times I just assume it's an issue on the server side.
