Send automatic message to payment declined users indicating they can buy the apk using PayPal log in. This apl will be downloaded from my website and will send them an apk and an authorisation code which they need to activate the app. This auth code could be linked to a phone or an e-mail address. Has anyone built / seen anything like this?
