You can offer your app for sale on other markets as well. This is what i understand: If your app (offered on Android Market) requires additional purchases (e.g. download levels for a game), you can only do so if the payment for these additional purchases go through the Android Market as well. You can't offer these additional services (e.g. game levels) and have customer pay through PayPal, for example.
