+1. He may be able to do something with iPhoneConfigurator, but I'm not sure (I'd need to understand it a little more). Also, I tried to port a in-app VPN client to iOS a few years ago. It did not work because Apple did not provide the socket control I needed (I don't recall if I could not open the socket as raw, or if it was missing key defines). That may have changed.
