Maybe I don't know what it means for it to be clustered.
There are normative references in both directions (just checked: yes,
normative).
The WG certainly planned for them to all be some kind of group.
Are you saying that all should wait and go through the IESG during a single
telechat?
I don't know of a process to force that; is it something Mahesh would do?
