The user will know, or at least the system will know.
The text is either marked as nb or nn. (in most cases, like on the web)

another remark: there is probably resources in the EU.
Norway is  not a member of EU, but Norway has many agreements
with EU and thus there need to be translation tools for
EU text into norwegiam.
