Hello Gaurav, Any NIR member can participate in APNIC Policies, in fact anyone can participate ! The first step is to subscribe to the policy-sig mailing list (https://www.apnic.net/community/policy/participate/), then (or before) read the PdP (https://www.apnic.net/community/policy/process/) And then submit a proposal !
