Dear Gaurav

Your proposal below to the Policy SIG was forwarded to the EC for review by the 
SIG Chair. We have reviewed it. 

Under our by-laws, and Australian Law - as a Membership organisation APNIC 
cannot grant all voting rights to any organisation that is not formally a 
member. Instead, we do have different voting rights for the community positions 
- SIG Chairs, NRO NC, and IANA RC.

For any organization who is interested to be a member there is already a 
mechanism  to join APNIC and to gain voting rights, by signing the membership 
agreement and paying the minimum annual fee. You don't need to be a resource 
holder for this. This option is open to members of NIRs who wish to do so - and 
we have a few examples of that. 

Regarding the membership conditions for NIRs themselves, the blog post from 
Paul Wilson explains the historical relationship between NIR fees, address 
holdings and voting rights; and the EC has not received any recent request or 
proposal from any NIR to review those terms.

As the above message was posted directly to me and not on this list, I am 
posting this for the quick reference for all the members, especially for the 
one who were working with me and helped me in raising this issue. I also took 
the approval from APNIC staff before posting the response keeping the 
sensitivity of the matter in mind. 

As per post, APNIC can’t grant the voting rights to NIR members (for electing 
EC) because of AU laws but on the same time, they can allow any individual to 
choose NRO NC and SIG members. Aren’t these two are completely contradictory 
points ? The more I am trying to understand the APNIC’s response, the more I am 
convinced that it’s completely intentional and with some motive.

As this response is not clarifying any of my doubts, I am posting the response 
here to get the views of the APNIC members.
