GS (ID 7) ---> Pass-through Term. ---> HD (ID 6) ---> CD (ID 0) --->

I thought the boot order on a SCSI IIgs was low to high numbers,
while a Mac tried ID 0 and then tries high numbers to low ?
Have you tried the chain with and without a CD in the drive ?

I think the SCSI ID of the HD needs to be higher than the CD.
