Owen, I don't know what data you are using to base your opinion on, but by my count of PPML & the PPM. We have the following number of statements regarding the adding of transfer ability (when it is restricted to same use).

Support 5

Don't Support 3

Undecided 2

I don't know if 10 individual comments accurately represents the entire community regardless of the subject, but that is the public data as I counted it. Additionally, a number of those who were "don't support" also noted that they would be "OK" with the transfer addition of the text, which as a policy shepherd would generally make the case toward support of the changes.
