Owen, I don't know what data you are using to base your opinion on, but
by my count of PPML & the PPM. We have the following number of
statements regarding the adding of transfer ability (when it is
restricted to same use).
Support 5
Don't Support 3
Undecided 2
I don't know if 10 individual comments accurately represents the entire
community regardless of the subject, but that is the public data as I
counted it. Additionally, a number of those who were "don't support"
also noted that they would be "OK" with the transfer addition of the
text, which as a policy shepherd would generally make the case toward
support of the changes.

Overall, I do not think that the proposed changes have the support of
the community and I would advocate leaving the policy as written.

Andrew,
Can you clarify where this policy stands?
I can't tell from your email if you are asking for feed back
on a possible change to the policy. Or if you have actually
rewritten the policy and the AC is requesting comments on
the newly re-written policy.
If the latter, can Sean please update the text at:
https://www.arin.net/policy/proposals/2016_1.html
to show it has been re-written, post the new text there
and a pointer to the now archived older revision?
(e.g. https://www.arin.net/policy/proposals/2015_9.html)
Thanks,

Hello,
As part of the discussions at ARIN 37 the community considered
updates to the proposed draft policy that would allow
organizations to transfer, within ARIN, reserved pool resources
provided that they met the criteria to obtain a block from a
reserved pool.
Based upon this feedback we are proposing to update the draft
policy text as follows. The AC welcomes your feedback on this
proposed text and any other feedback on this draft policy.
Thanks,
Andrew
*Original**Policy statement:*
Add to Section 8.3 and Section 8.4 under the "Conditions on
source of the transfer:"
Address resources from a reserved pool (including those
designated in Section 4.4 and 4.10) are not eligible for transfer.
**Updated ***Policy statement:*
Add to Section 8.3 under the "Conditions on recipient of the
transfer:"
Address resources from a reserved pool (including those
designated in Section 4.4 and 4.10) shall only be transferred to
organizations which meet the current criteria of the reserved
pool from which the resource was obtained.
Add to Section 8.4 under the "Conditions on source of the
transfer:"
Address resources from a reserved pool (including those
designated in Section 4.4 and 4.10) are not eligible for transfer.
