I used the following env vars for the 7.0 installer on solaris 9 with
Oracle.  This allowed me to do the install with the single-byte and
multi-byte support data (message catalog, etc.).

NLS_LANG=american
LANG=en_US.UTF-8
LC_ALL=en_US.UTF-8
