Patch 19 was a special support patch. Since I've reported this back to tech support. They've informed me that they are still working out the kinks of this patch. It is not available for general release. Actually, it didn't matter how I manipulated that file. I could not successfully import it with patch 19. I could however, import the same file with patch 17 AND 7.0 Patch 1. I just wanted to know the last patch # where I can successfully import CSV files (which is all but this one) AND use fallback mapping against core fields. The issue about fallback mapping was originally reported in patch 12 and has appeared in all subsequent releases of the Admin/Import tool. I might download patch 5 just to see if it worked there.
