Oh I thought the limitation was on the use of it too.. Wonder why there is an 
export restriction then when there isn't any law about what level of encryption 
you use in most other countries...

You can use whatever encryption level you want inside of the US. You can buy a 
256bit SSL from verisign right now. What your thinking of is the export 
limitation for US based software exporting outside of the US.

I believe its illegal to use encryption above 128 in the US continent. Not 
quite sure why they have that limitation but its against the law to use 
encryption anything above that..

Depending on how good your nephew is in breaking into security, the 128 bit key 
encryption is pretty good. I haven't used it but its the maximum security
