If it is possible in ARS, then it can be done via the API. (Or a
function of an API client program.)

SHR:People is just an ARS form. It is subject to the same API calls as
any other ARS form. (Submit, Modify, Merge, etc...)

So in a nutshell... can an ARS API client program create a SHR:People
record.. Yep. The User tool does it with the API. The Mid-Tier does it
with the API, and you can write your very own API client to make that
record too. (And any other records that might be needed to "fill out
the profile" too. However that is not to say that the ARS OOB
application conform to any kind of "standard profile", nor does it
have a "Profile object" or .createProfile() method in the API either.

I think your need someone who understands the ARS API (a C or Java or
ARS Perl Programmer) talking to the "System X" people so that your
management do not hear things like "Remedy can not do that, but we
can" when it is not true.
