There was a thread on this back on 1/22/08. Just search the archive for
"ARERR 7017" It would appears that this was a JRE version issue.

I have the full java jdk loaded on my workstation. I know it's machine
specific because some of our workstations can perform the work, others
can't, even with the same version tool installed...so I know they are
looking in the registry for something...I just don't know where, or for
what.

I've seen that happen in the past while working with web services from
within the Admin Tool on my workstation, as opposed to the Admin Tool on the
server. In my case, I needed install the JRE on my local workstation. This
problem was not present while using the Admin Tool installed on the server.

I agree...unfortuantely I haven't been able to find (and neither have they)
the correct key and value to set or change. I received some debugging DLL's
from Support to run. The expanded error indicates "out of memory"...which
seems to point to the JRE max heap size.

Unfortunately, the KB's for prior versions in changing the values in the
Registry don't seem to work with 7.1 Admin tool...

Well...based on past history with Remedy, I would say its a Registry setting
that's not set to what Remedy expects it to be

I'm working on an exact same problem with support.

7.1 Admin

JRE 1.5.0

Seems to work fine with the 1.4.2 JRE...but the 5.0 JRE doesn't work at all.
No bug ID yet (can't isolate the cause).

Failed to initialize JRE and internal java module.
The JRE dependencies are missing or corrupt. Check the required JRE
configuration information
in the Configuring guide.

What is the magic bullet to fix this in the admin tool when working with Web
Services?
