There was a thread on this back on 1/22/08. Just search the archive for "ARERR 7017" It would appears that this was a JRE version issue.

In my case, I needed install the JRE on my local workstation. This problem was not present while using the Admin Tool installed on the server. I received some debugging DLL's from Support to run. The expanded error indicates "out of memory"...which seems to point to the JRE max heap size.
