Crystal Report reports running on ARS are in version 8.5

User-
Windows XP (not sure the SP level)
Remedy WUT 6.3 patch 20

All Remedy users can open, print, export the Crystal Report reports that
run from Active Links to any of the Destinations displayed
Except ONE user 
Out of over 400 

This one user cannot send, in any format, a Crystal Report to Disk File
He can export to Destination Application or MAPI without error

He receives the dialog to Export, can select the format, can select the
Destination.  
He can select Disk file.  When he clicks OK - nothing.  No error; no
action.

I have completely removed the Remedy install; rebooted. 
Cleaned the registry.
Installed Remedy to different locales. 
Given him local admin permissions.  
Installed Crystal Reports
Configured ODBC drivers

Removed everything and started again.
Had other admin perform the same drill

Printing works OK
Crystal Reports works OK; he can export the report to Crystal Reports
and open the report
Adobe works OK; he can export the report to Adobe and open the report

This one user cannot send, in any format, a Crystal Report to Disk File
from Remedy.

Any ideas?
