Hi Brian, sorry I am late to the party. Sounds like a pre 7 server that was upgraded to 7.x. I have seen this before and actually need to fixed at my new job.
What I have seen happen is the Report Type record for "AR System" does not import (.arx file) during the upgrade because the record already exists and the mapping is set to reject duplicate records. In version 7 there was a little bit more "magic" added to the Run Command field (if I remember correctly) to handle exporting to csv which wasn't available before. I have been meaning to find the specifics since we have the same problem currently. I will post the fix once I find it (hopefully tomorrow, or today (1am according to my laptop)).
