I looked at the KB and RTFM again, and it seems that the Server-Plugin-Alias
is only for non-standard or non-local plug-ins.  Plugins native to that
server and version shouldn't need those entries.  However, something
obviously is not running, so somewhere, either we missed something or
there's a bug.

Thanks to all who've shot ideas my way, but none have worked so far.  I'll
keep noodling...
