Well, what we have been tasked with is to find a blog that we can add to our 
website. This particular website is HTML. The blog would need to be embedded in 
our HTML.

We are hoping to change the above requirement to allow us to link to a blog 
that is hosted by another site, but that is still in negotiation.

One of the primary factors will be the languages you can/will support
on the web server.  Try narrowing it down using that: java, php, ruby,
python, etc.
