The OOTB ITSM 7 app supports numeric paging software such as TelAlert. I installed TelAlert 5.60.1 on my RKM and EIE/AIE server (the only 32-bit Win2K3 server I have) and configured a service on it to match the paging service defined in ITSM 7. I hung a modem on that server, the old fashioned way. The only way this gets used by ITSM 7 is when (1) I define a custom user notification for myself for critical Incidents assigned to my group, and specify pager notification, or (2) I create an on-call group and put staff in it that have a pager number defined using the pager service that matches the one defined in TelAlert. On-call groups are designed specifically to page people. This is only a brief description, but I set this up so many months ago that I don't remember specifics.
