Having Migrator on one server does not make any sense to me. The idea is to be able to Migrate objects from one server to another without using def files. That would require a license on each server. That being said, because you can migrate from a def file and you only had one license I would but it on production.
This is just my opinion. I have Migrator licenses on all my servers. Roger A.
