I have a feeling that as BMC shifts Remedy to be more of a Java tool, they are trying to make it easier for Java Developers to work with the ARS toolset. Notice all the focus over the past few years of making your own plugins and on the focus of making a decent Java API instead of a Java wrapper around a C API. Also notice the greater amount of BMC provided plugins that do things ARS could easily do, but instead they release black boxes that are called from within ARS (e.g. Assignment Engine, Approval Engine, some of the CMDB processes, etc.)
My guess is that BMC's goal is to be able to provide minimal training to a Java developer to be able to work with ARS, rather than paying for more expensive ARS developers. This is probably just an indirect effect from their focus on making the "Remedy" brand all about ITSM, and to further depreciate ARS as a development platform. Change the tab order number of one field and it 'guesses' how to renumber the other fields to take account of the change. Really frustrating.
