Doing it from the remedy user tool would be problematic because you would have 
to integrate the popup functionality on pretty much any possible screen that 
would be open at the time.

If your environment allows it though...you could use the "net send" command 
line to launch a popup box with your click button.  I have integrated this kind 
of thing with the Bulletin Board feature such that if the message to be posted 
were urgent enough...the message would be broadcast using net send passing the 
text of the message as a parameter.  Your challenge is that this Windows 
service tends to be frowned upon these days.  What's nice about it is that a 
user will get the popup whether or not he is in remedy at all.  And the default 
behavior is to put it on top of whatever other screens are currently open.

Another way to do this with out the net send would be to craft an HTML pop up 
window.  There are scripts available that tell you how to do this.
