Hey Chris....

I have been involved in a number of localization projects here in
Canada - due to the fact that we are a bilingual culture - in theory
anyway.

The answer to your question is quite simple actually - "It
Depends"....

Once you have the answer to these basic questions - I can tell you how
complex it will get:

1) Will your data language be one language (i.e. English - the data
language is the language that you enter the information into the
application)?
2) How many different language interfaces will you need?
3) Will you need to provide menus and table fields in multiple
languages?

The localization process goes something like this:

1) Install the appropriate language DLL's (done during the
installation process - this assumes windows environment).
2) Create localized views of the forms.
3) Localize UI components.
4) Localize messages, Character Menus
5) Localize Non-character Menus
6) Apply Locale Settings.

Federal Government.
