Even I noticed that the user locale drop down in the user tool has limited
values when compared with admin tool.

For example:

On the admin tool, I see Ja - Japanese and ja_JP - Japanese
On the user tool, there is only ja_JP - Japanese.

Confirmed the same behaviour on the below environments.

 ARS 7.1 Patch 4
Windows 2003

Environment 2:

ARS 7.1 Patch 2
Solaris 10
