Hi 권민석, (long live cut & paste) After you save a workflow object, the server will re-cache its objects causing disruption to any connected users. Depending on the amount of memory and the amount of forms and workflow on your server, this can be for a significant amount of time.
This is just one of the reasons you should never develop on a server that is actually used for production purposes... ;-) If you have a testing/dev environment, switch it to Development Cache Mode (look for it in the *Configuring* guide). This way, any connected users will have a better experience. There is a downside to this as well, it will affect overall performance of the server; you should NOT set a production system to Development Cache Mode.
